The Document was never released publicy and, according to what was presented as a White House memo at the time, only President Truman, two of his cabinet members and the CIA knew its contents.

The continuing UFO controversy is enjoying perhaps it’s broadest forum ever this weekend during the “International symposium on Unidentified Aerial Phenomena: A World View” The symposium last through Sunday.

The Document reports that on July 7, 1947, “a secret operation was begun to ensure recovery” of a supposed space-craft that had crashed about a week earlier near Roswell Army Base in New Mexico.

“We’ve spent two and a half years with that document. We are not prepared to state thiat it’s genuine, but there is no evidence so far to suggest otherwise,” said Bill Moore, author of a book titled “The Roswell Incident”.

According to the majestic-12 document, the decomposing corpses of four-small human-like beings” were discovered two miles away from the New Mexico crash site, indicating they had perhaps ejected before impact.

The M-12 briefing said: It was the tentative conclusion of this group... that although these creatures are human-like in appearance, the biological and evolutionary proccesses responsible for their development has apparently been quite different from those observed for homo sapiens.

Every member of the S.O.G team in the field shoule be briefed. Yesterday a new transmission involving [Plutonium and Uranium] was also intercepted but was lost before the transmission completed. All foreign agents listening to number stations should be vigilant for those keywords. Recent chatter has reached a fever pitch.

CIA operatives have been assigned to the program, an additional support is requested. Have all reports forwarded to the white house, and present an interim review of the situation no later than July 31, 1961.

Avialable to them. This is one of the reasons why ESP experiments are so difficult. But it may still be possible to learn a good deal about the phenomenom, even if learning studies should fail. For it is possible to vary the experimental paradign to discriminate agaionst various models for the operation of the phenomenon, such as: ESP occurs sporadically but gives perfect information; ESP always occurs and multiplies chances of success by a constant factor; ESP tells the subject one of the things the target is not; ESP, when it occurs, answers a question of the form- is the target of an X?. In addition to PSI-models, it will also be neccesary to introduce models which provide more sensitive estimates of ESP. For example, target material will be introduced whereby guesses instead of being the ‘all-or-nothing’ type can be more or less right. Again, a number of different p values will be introduced and intermixed to imitate real-life situations.

Learning studies will be instituted in which the subject will be rewarded or punished for his overall performance and reinforced in various ways - by being told wether he was right, by being told what the target was, with electric shock etc. In addition, an attempt will be made to increase the transmitted information in cases where the average probability of success remained constant. Thus is Nie = the number of trials in which the ith distinguishable target is guessed to be the ath t1 = the frequency of i as a target, ga = the frequency of guesses of A, and n= the number of trials and the quantity of information available to the subject, will approach certainty asymptotically.

But the main consideration will be the attitude and general disposition of the subject. Wherever possible, every attempt will be made to tailor the tasks required to his preferences and his estimate of good working conditions. In one case the experimental procedure will be designed to achieve favorable motivation by such devices as instructing other cases drugs and psychological tricks will be used to modify his attitudes. The experimenters will be particularly interested in dissasociative states, from the abaisment de niveau mental in so-called mediums, and an attempt will be made to induce a number of states of this kind, using hypnosis. SUBJECT: Relations of the joint Chiefs of Staff to the President in Cold War Operations

I wish to inform the Joint Chiefs of Staff as follows with regards to my view of their relations to me in cold war operations:

a. I regard the joint Chiefs of staff as my principal military advisor responsible for both insisting advice to me and for responding to requests for advice. I expect their advice to come to me direct and unaltered.

b. The joint chiefs of staff have a responsibilty for the defense of the nation in the Cold War similar to that which they have in conventional hostilities. They should know the military and paramilitary forces and resources available to the department of defense. Verify their readings(?), report on their adequacy, and make appropriate recommendations for their expansion and improvement. I look to the chiefs to contribute dynamic and imaginative leadership in contributing to the access of the military and paramilitary aspects of Cold War programs.

c. I expect the joint chief of staff to present the military viewpoint in government councils in such a way as to assure that the military factors are clearly understood before decisions are reached. When only the chairman or a single chief is prominent, that officer must represent the chiefs as a body. inirlag(?) such preliminary and subsequent actions as may be neccesary to assure that he does in fact represent the corporate judgement of the chief of staff.

d. While I look to the chiefs to present the military factor without reserve or hesitation, I regard them to be more than military men and expect their help in fitting military requirements late(?) the over-all context of any situation, recognizing that the most difficult problem in Government is to combine all assets in a unified effective pattern.

encountered an unidentified gas which was attacked by respiratory, cutaneous and nervous systems with debilitating but non-lethal effect. Effects resemble those of sarin ,tabin, and soman, but a chemical analysis indicates attempts had been made to introduce a latent viral component into the gas. Canisters found at the incident site displayed Russian markings, resembling those of previously discovered chemical gas, code-named ██████-3. 13. Prototype weaponry testing

a. Improvised weaponry, after recieving effective use of improvised weaponry from M.A.C.,V.-S.O.G. operations in Cambodia, Laos, and Vietnam, research began into prototyping military issue variants of these improvised weapons. The following have been moved into phase I of field testing.

Subject: Hypnotic experimentation and research, 10 February 1951

On wednesday, 10 February 1951, hypnotic experimentation and research work was continued in building 13 by Mr.█████████ using the following subjects: Miss██████████████████ and █████████

The group of five subjects appeared on schedule. The operator expecting only 3 subjects, namely Miss█████████and█████████ was forced to alter his plans somewhat due to the unexpected arrival oftwo more subjects.

Plans were originally made to conduct experiments in color blindness, blindness and intoxication. These plans were altered to permit first, the subject to present questions and discussions. (This was to permit the operator to spot any subjects who were critically analysing their progress.) Several questions were presented and promptly clarified to the satisfaction of the subjecs. In this discussion it was obvious Miss████████a██████ were beginning to lose confidence in themselves. From this point on the work proceeded as follows:

1. A posthypnotic of the night before (pointed finger, you will sleep) was enacted. Miss███████and███████immediately progressed to a deep hypnotic state with no firhter suggestion. This was to test whether the mere carrying out of the posthypnotic would produce the state of hypnosis desired. Needless to say, it did.

2. Miss███████was then instructed (having previously expressed a fear of firearms in any fashion) that she would use every method at her disposal to awaken Miss███████show in a deep hypnotic sleep) and failing at this, she would pick up a pistol nearby and fire it at N███████ She was instructed that her rage would be so great that she would not hesitate to “kill” ███████for failing to awaken. Miss███████ carried out these suggestions to the letter including firing the (unloaded pneumatic pistol) gun at ████████ and then proceeding to fall into a deep sleep. After proper suggestions were made, both were awakened and expressed complete amnesia for the entire sequence. Miss███████ was again handed the gun, which she refused (in an awakened state) to pick up or accept from the operator. She expressed absolute denial that the foregoing sequence had happened.

she would pass into an SI trance state, but would not close her eyes and remain perfectly normal and continue the telephone conversation. She was told thereafter upon conclusion of the telephone conversation, she would then carry out the following instructions:

She was informed that this timing device was an incendiary bomb and was then instructed on how to attach and set the device. After ████████ had indicated that she had learned how to set and attach the device, she was told to return to a sleep state and further instructed that upon concluding the aforementioned conversation, she would take the timing device which was in a briefcase and proceed to the ladies room. In the ladies room, she would be met by a girl whom she had never seen who would identify herself by the code word “New York”. After identifying herself, ████████is then to show this individual how to attach and set the timing device, and further instructions would be given the individual by ████████ that the timing device in the briefcase was to be carried to ████████room, placed in the nearest empty electric light plug and concealed in the bottom, left-hand drawer of████████desk, with the device set for 82 seconds and turned on.████████ was further instructed to tell this other girl that as soon as the device had been set and turned on, she was to take the briefcase, leave████████room, go to the operations room and go to the sofa and enter a deep sleep state.████████ was then instructed that after completion of instructing the other girl and the transferring of the incendiary bomb, she was to return at once to the operations room, sit on the sofa, and go into a deep sleep state.

For a matter of record, immediately after the operation was begun it was noted that a member of the charforce was cleaning the floor in the ladies room and subsequently, both████████and████████ had to be placed at once again in a trance state and instructions changed from the ladies room to room 3.

It should be noted that even with the change of locale in the transfer point, the experiment was carried off perfectly without any difficulty or hesitation on the part of either of the girls. Each girl acted out her part perfectly, the device was planted and set as directed and both girls returned to the operations room, sat on the sofa and entered a deep sleep state. Throughout, their movements were easy and natural and the member of the charforce and the guard were, to all intents and purposes, completely unaware of what was taking place altough they could clearly observe the movements of ████████and████████

Subject: SI and H Experimentation (25 September 1951)

On 25 September 1951, ████████ and the writer conducted SI and H experimentation with ████████and█████████as subjects.

In view of the successful experimentation of Tuesday, 10 September 1951 with ████████and████████ it was decided to continue experiments along more or less related lines during this session. However, prior to actually beginning some of the more complex experiments several simple post H were worked with both of the girls participating. In this connection , it is interesting to note that whereas ████████ was capable on each test tried of producing the desired post H effect,████████was unable to do so. No explanation was offered for this, but it should be noted that for the record ████████ and the writer did not make continuous and serious efforts to produce the desired effect for these simple post H tests.

The first major event of the evening was set up as follows without previous explanation to either████████or████████child. Both subjects were placed in a very deep trance state and while in this state the following instructions were given:

(A)████████was instructed that when she awakened that she was to proceed to████████room. she was told that while there, she would receive a telephone call from an individual whom she would know only as “Joe”. This individual would engage her in a normal telephone conversation. During this conversation, this individual would give her a code word and upon mentioning the code word,████████ would go into a deep SI trance but would be “normal” in appearance with her eyes open.████████was then told that upon conclusion of the telephone conversation, she would proceed to the ladies room where she would meet a girl who was unknown to her. She was told that she would strike up conversation with this girl and during the conversation she would mention the code word “New York”, to this other girl who, in turn, would give her a device and further instructions which were to be carried out by████████ She was told that after she carried out the instructions, she was to return to the operations room, sit on the sofa and go immediately into a deep sleep state.

Subject: Hypnotism and covert operations

I apologize for submitting a document so long as this one. The subject is highly controversial, and even this treatment, which may appear long, is abbreviated.

Frankly i now distraught much of what is written by academic experts on hypnotism. Partly this is because many of them appear to have generalized from a very few co?nes; partly because much of their cautious ?peosimism? is controlled by agency experimenters; but more particularly because i personally have witnessed behaviour responses which respected experts have said are impossible to obtain. In no other field have i been conscious of the mental claustrophobia of bock and lecture hall knowledge. I don’t think we have enough evidence to say positively that hypnotism is a practicable covert weapon, but i do say that we’ll never know whether it is or not unless, we experiment in the field where we can learn what is practicable (materially and physiologically) in a way that no lab worker could possibly prove.

Even the terminology of hypnotism is in confusion. I have used terms like “suggestibility”, “catalepsy” and “fascination” because they seemed to me descriptive, but these are argued to be inaccurate in current journals. As an example of the confusion. Mr. Morse Allen and i spent the better part of two days arguing with an academic practitioner formidable reputation before we discovered his vehement and perplexing disagreement with what we knew to be facts was based semantic hair-splitting concealed pig-headedness.

If you decide that the ??/P should pursue this subject further, i suggest that you meet with ████████████ Morse Allen and myself to discuss the first recommendation of the attached paper.

Requires operational experimentation. The possibilities are not only interesting, they are frightening. A kind of double think Orwellian world of hypnosis, while unlikely, is not utterly fantastic. One thing is clear: we really do not know within what limits “belief” may be changed by hypnosis.

Based on what i have read, i judge that the ████████████ use an elaborate conditioned reflex-procedure in their “brainwashing”. Even so, hypnosis may be able on the one hand to pre-condition a subject against the pressures, or after the fact to help undo the damage.

Analogous case #1

One of the foremost US laboratory experiments with hypnosis on one occasion (1939) “converted” a campus atheist to a devout believer. The same operator was on the point of trying a similar experiment in reverse with a divinity student when the university authorities forbade further tests. Before the “conversion” to religion through hypnosis had been erased by negative suggestions, the subject had for over two weeks given every sign of being a dedicated religious convert. He was restored to his original disbelief. I know of no way of estimating how long hypnotically-imposed orientation would have endured, but once implanted, of course, circumstances tended to reinforce it. Given a subject who could be converted at all, the new orientation might become permanent, the experimenter felt.

2. as part of their indoctrination procedure, CIA staff personal might be tested for hypnotic ?samptibility?. actually, it appears to be easier to hypnotize large numbers of people than a single subject for the best subjects go “under” quickly.

But suppose that while under hypnosis a subject is told that a loved one’s life is in danger from a cocias(?) and that the only means of rescue is to shoot a person designated as the caniac(?) Three expert practitioners (two from universities and the Agency consultant quoted above) say that there is no doubt on the basis of their experience that in such circumstances murder would be attempted. The only requirement is that the proposal be put in a form and manner acceptable to the subject. Most modern authorities feel that a subject will carry out any suggestion which he can rationalize within the framework of his moral code.

(currently there is a murder trial in ████████████ in which the murderer has been judged to have been under hypnosis at the time of the crime. He has been retried, released, and the hypnotist tried and convicted. The case is now under appeal. The comment of the three knowledgeable informants was that the hypnotist must have been a rank amateur to have been found out since any experienced operator would have known how to suggest away the fact that he had arranged the crime.)

The consultant referred to above, who has participated in agency operations as a member of the artichoke team, feels that narco-hypnosis as he knows it is not as effective as it might appear at first glance to be. He feels that the stupor which ensues does not in every case permit as deep a stage of hypnosis, is very difficult to control and, further, certain post-hypnotic phenomena, of great value in clan destine work, may be lacking. On the other hand, he agrees that drug assisted hypnosis is essential in CIA work.

3. Awakening

There is no recorded instance in which a hypnotized subject has failed to awaken. Not one subject in a hundred will “sleep” beyond the hypnotist’s suggestion, “in a moment i am going to awaken you. You will feel fine, happy, and cheerful. There will be no ill effects- no headache, drowsiness, stiffness or other discomfort. I am going to count to three, and at the count of three i will snap my fingers and you will be completely awake. One- you are sleeping much more lightly. Two- almost awake now. Three- (snap!) you are wide awake!

If for any reason a subject does not desire to awaken (usually connected with a wish to continue the pleasure and comfort of release from anxiety and worry which accompanies hypnosis, apparently.) there are several other techniques to be tried.

SUBJECT: Two Extremely Sensitive Research Programs

1. Approximately 6% of the TSS research and development lies in two highly sensitive fields in which it is not possible to conduct the work through the customary contracts for security reasons and other considerations.

2. These two sensitive fields are:

a) Covert studies of biological and chemical warfare

3. Perrussion of the DCI is requested to handle work in these two fields in the manner outlined in Tab A without contracts and without reimbursement to be made against invoices properly certified by TSS.

4. All controls established in the FRC approval of the original research program (other than signing of a contract) would remain unchanged. Periodic financial and progress reports will be made. All documents will be retained by TSS.

5. No new funds are involved. This procedure would apply to funds previously approved for research.

Extremely Sensitive Research and Development Programs

1. On June 6 1952. the Project Review Commitee approved the TSS research program for Fiscal Year 1953.

2. The PRG approval authorized the Director of Research, at his discretion and with the approval of Research Chairman, to apportion and obligate the research funds among individual projects, such projects to be subject to the usual Agency procedures and administrative controls.

3. This research program has been actively underway since the middle of 1952 and has gathered considerable momentum during the past few months. It is now evident on the basis of work currently underway that approximately 94% of the projects contemplated can be handled through regular procurement channels by means of the customary contracts signed jointly by the Agency and the organization undertaking to carry out the work. 4. It is highly undesirable from a policy and security point of view that contracts should be signed indicating Agency or Government interest in either of these two fields. In a great many instances the work in field (a) must be conducted by individuals who are not and should not be aware of our interest. In all cases dealing with field (, it is mandatory that any connection with the Agency should be known only to an absolute minimum number of people who have been specifically cleared for this purpose. In no case should any manufacturer or supplier be aware of government interest.

5. In many cases in field (a) where the researcher can be cleared and may be aware of our interest in the program, he is unwilling to have his name on a contract which remains out of his control in our files. Experience has shown that qualified, competent individuals in the field of pharmacological, physiological, psychiatric and other biological sciences are most reluctant to enter into signed agreements of any sort which connect them with this activity since such a connection would jeopardize their professional reputations.

6. Even internally in CIA, as few individuals as possible should be aware of our interest in these fields and of the identity of those who are working for us. At present this results in ridiculous contracts, often with cut-outs, which do not spell out the scope or intent of the work

I. General Problem

For the past several months Bluebird has been endeavoring to ascertain by research, study, and instruction and some practice what value (if any) can be derived from SI and H when applied to war and specific agency problems. These broad problems; using known SI and H techniques may be classified as follows:

A. Can accurate information be obtained from willing or unwilling individuals.

B. Can agency personnel (or persons of interest to this agency) be conditioned to prevent any outside power from obtaining information from them by any known means?

C. Can we gain control of the future activities (physical and mental of any given individual, willing or unwilling by application of SI and H techniques?

D. Can we prevent any outside power from gaining control of any future activities? (Physical and mental) of agency personnel by any given means?

Bluebird believes that A (above) can be answered in the affirmative using SI and H techniques. Bluebird is not fully satisfied with results to date but believes that with continues work and study remarkable and profitable results can be obtained regularly.

However B,C, and D (above) are as yet unanswerable however Bluebird is of the opinion that there is a worthwhile chance that all three may at some future date be answered affirmatively. This opinion is supported generally

Since an affirmative proof of B,C, and D would be of incredible value to this agency Bluebird’s general problem is to set up, conduct and carry out research (practical- not theoretical) in this direction.

III. General Proposals

1. Can we condition by post-II suggest on agency employees (or persons of interest to this agency) to prevent them from giving any information to any unauthorized source or for committing any act on behalf of a foreign or domestic enemy?

2. Can we in a matter of an hour; two hours; one day, etc., induce a condition in an unwilling subject to such an extent that he will perform an net ? our benefit (long range)

3. Can we create by post-II control an action contrary to an individuals basic moral principles.

4. Could we seize a subject in the space of an hour or two by possessive control have him crash an airplane, wreck a train, etc.? (short, immediate range)

8. can we “alter” a person’s personality? How long will it hold.

9. Can we design tests to determine whether or not an enemy agent has been conditioned by SI and H or any other method?

10. Can we detect SI and II by use of SI and H (regression)?

11. Can we make a “conditioned” subject reveal by SI and H specifically ? how they were conditioned (drugs, torture, fatigue, hostage pressure, techniques,?)

12. Can we devise a system for making unwilling subjects into willing agents and then transfer that control to untrained agency agents in the field by means of codes or identifying signs or credentials?

13. How long can we sustain a post-H suggestion unaided with reinforcement

14. What would be fastest way to induce SI and II conditions - with ? or without any mechanical aids?

15. Can we devise a standard simple relatively fast technique for inducing SI and H condtitions that can be used by untrained agents (with or without drugs)?

16. Is it possible to find a gas that can be used to gain SI control a gas pencil; odorless, one shot, etc.?

"Project leak" indeed. It's going very well. We seem to have attracted more people than anticipated, so sifting through "the users" has taken some time. They discuss wild theories about who we are and who we may be affiliated with.

I haven't been able to detect the presence of our leak although I have found some interesting people posting on usenet.I believe that one known as AceSquadonsAmps is actually the receiver of the leaked documents. Another named Giovanni seems to be involved somehow, but i'm not exactly sure in what way yet.

all I know is when we find them, we'll make them go away. Permanently.

I wanted to check up and see how the "Project Leak" is going. I'm still not convinced that this overly complicated method is really going to work. It seems like we could have had an easier time if we just brought in a lie detector.

At any rate, we have recovered and translated several GK documents as of late. I think we're getting close to discovering what the true formulae may have been. We are still missing key documents but the ones that were in the cache really shed a lot of light on what we're actually dealing with.

Our NOVA 1 prototype is still so unstable that we can't even conduct basic tests on it before it dissipates.

maybe the x on the pencil stands for one letter, one word or one sentence. starting form the top to bottom which together will make one letter word or a complete sentence. taking the X's from the papers you can piece them together or by using the piece of paper you may meed to decipher it as well.

The rings of paper are for the Caesar cipher which we used, so it does relate to those "unimportant" documents that are things we have already solved. My guess they added those to show us that what we solved was correct, and perhaps those documents where what Treyarch used while creating the transmissions, solving it themselves.
