You can kinda see blotches on his arm and fingers. You have to look very closely. Not blotches of blood. It is just color correction at it's finest.

Look closely on his first two fingers you can see yellow warts and stuff.

That could explain the hand looking old, maybe it's a character from Black Ops or World at War, in the time of Black Ops II?
