Cornelius Pernell:

was a member of the OSS during World War II and the handler of several operatives. He successfully led the operation to infiltrate Peter McCain in Group 935 and Peter was transferred to the Asylum Facility in Berlin  [Verrückt].  An outbreak occurred shortly after in the Asylum Facility and Peter, who was ousted as a spy, managed to escape. Pernell sent a Marine recon unit on August 1945, the team was led by "Tank" Dempsey. The team faced hordes of zombies inside the asylum all were killed except for Tank Dempsey. Tank was ultimately captured by Group 935.

I hope you're receiving this transmission, Peter. If you are not, then all hope is lost. You must know by now that we failed to contain the asylum, that we had to move the experiment here. Location. The numbers will guide you. The Giant must remain (static) at all costs, repeat, Der Riese must (static) at all costs. The DG-2 experiments continue. You'll be our only advantage now. Find Doctor Richtofen and Doctor Maxis, they may know what's going on. The use of Element 115 is dangerous at best. I'm not sure if we can continue here. We've lost most of our best (static). I hope you get this. I hope it hasn't happened there too, but I'm almost out of hope.

On September 1945, Pernell attempted to contact Peter McCain to rendezvous at the Rising Sun Facility under the control of Group 935 and Division 9 [Shino Numa]. The next month, Peter parachuted over the Rising Sun Facility and died shortly after.

After the war, Pernell became Station Chief of the CIA at Groom Lake in Nevada where a large deposit of Element 115 was discovered in 1937. In 1961, construction began at Groom Lake for a teleporter to establish a link between the facility and Griffin Station on the Moon with Pernell overseeing the project. The next year, Pernell started overseeing the construction of the American Pyramid Device at the nuclear testing site in Groom Lake. [Nuketown, Tranzit]

In February 1963, Cornelius Pernell learned about the existence of Samantha Maxis from Doctor Schuster. After months of research, he was convinced the US Government would need even more Element 115 to fight Samantha and he would be able to secure the funding for the program he had been dreaming about for many years. This program was called "Project Broken Arrow".

MK ULTRA

MK-Ultra was a top-secret CIA project in which the agency conducted hundreds of clandestine experiments—sometimes on unwitting U.S. citizens—to assess the potential use of LSD and other drugs for mind control, information gathering and psychological torture. Though Project MK-Ultra lasted from 1953 until about 1973, details of the illicit program didn’t become public until 1975, during a congressional investigation into widespread illegal CIA activities within the United States and around the world.

Operation Midnight Climax

Operation Midnight Climax was an MK-Ultra project in which government-employed prostitutes lured unsuspecting men to CIA “safe houses” where drug experiments took place.

The CIA dosed the men with LSD and then—while at times drinking cocktails behind a two-way mirror—watched the drug’s effects on the men’s behavior. Recording devices were installed in the prostitutes’ rooms, disguised as electrical outlets.

Most of the Operation Midnight Climax experiments took place in San Francisco and Marin County, California, and in New York City. The program had little oversight and the CIA agents involved admitted that a freewheeling, party-like atmosphere prevailed.

An agent named George White wrote to Gottlieb in 1971: “Of course I was a very minor missionary, actually a heretic, but I toiled wholeheartedly in the vineyards because it was fun, fun, fun. Where else could a red-blooded American boy lie, kill and cheat, steal, deceive, rape and pillage with the sanction and blessing of the All-Highest?”

The Death of Frank Olson

Frank Olson was a scientist who worked for the CIA. At a 1953 CIA retreat, Olson drank a cocktail that had been secretly spiked with LSD.

A few days later, on November 28, 1953, Olson tumbled to his death from the window of a New York City hotel room in an alleged suicide.

The family of Frank Olson decided to have a second autopsy performed in 1994. A forensics team found injuries on the body that had likely occurred before the fall. The findings sparked conspiracy theories that Olson might have been assassinated by the CIA.

After prolonged legal proceedings, Olson’s family was awarded a settlement of $750,000, and received a personal apology from President Gerald Ford and then-CIA Director William Colby.

Ken Kesey and Other MK-Ultra Participants

Ken Kesey, author of the 1962 novel One Flew Over the Cuckoo’s Nest, volunteered for MK-Ultra experiments with LSD while he was a college student at Stanford University.

Kesey later went on to promote the drug, hosting LSD-fueled parties that he called “Acid Tests.”

Acid Tests combined drug use with musical performances by bands including the Grateful Dead and psychedelic effects such as fluorescent paint and black lights. These parties influenced the early development of hippie culture and kick-started the 1960s psychedelic drug scene.

Other notable people who reportedly volunteered for CIA-backed experiments with LSD include Robert Hunter, the Grateful Dead lyricist; Ted Kaczynski, better known as the “Unabomber”; and James Joseph “Whitey” Bulger, the notorious Boston mobster.

Church Committee

In 1974, New York Times journalist Seymour Hersh published a story about how the CIA had conducted non-consensual drug experiments and illegal spying operations on U.S. citizens. His report started the lengthy process of bringing long-suppressed details about MK-Ultra to light.

The following year, President Ford—in the wake of the Watergate scandal and amid growing distrust of the U.S. government—set up the United States President’s Commission on CIA Activities within the United States to investigate illegal CIA activities, including Project MK-Ultra and other experiments on unsuspecting citizens.

The Commission was led by Vice President Nelson Rockefeller and is commonly referred to as the Rockefeller Commission.

The Church Committee—helmed by Idaho Democratic Senator Frank Church—was a larger investigation into the abuses of the CIA, FBI and other U.S. intelligence agencies during and after the resignation of President Richard M. Nixon.

The Church Committee delved into plots to assassinate foreign leaders, including Cuban dictator Fidel Castro and Congolese independence leader Patrice Lumumba. It also uncovered thousands of documents related to MK-Ultra.

These revelations resulted in Ford’s 1976 Executive Order on Intelligence Activities that prohibited “experimentation with drugs on human subjects, except with the informed consent, in writing and witnessed by a disinterested party, of each such human subject.”

On August 3rd, 1963, while new tests were performed with the teleporter, the Ultimis crew (Edward Richtofen, Tank Dempsey, Nikolai Belinski, and Takeo Masaki) were teleported from the Moon to Groom Lake. After medical examination, Cornelius Pernell kept the crew locked up in Hangar 4 as test subjects for Element 115 experimentation. Unfortunately for Pernell, Ultimis would escape with the help of their Primis counterparts a few months later [Classified]. After the Pentagon incident [FIVE, Classified], all endeavors to eliminate Samantha were shelved by Project Broken Arrow. The American Pyramid Device was reassigned to be used as an interrogation tool for Project MKAlpha in conjunction with Project MKUltra from the CIA. As such, more funding was provided to ensure the construction of the A.P.D. was completed on schedule.

In June 1964, using the Elemental Shard, acquired from Division 9 in 1946, Pernell and Doctor Hale resurrected Peter McCain. Peter began would be employed at Broken Arrow shortly after.

In February 1965, as part of Phase II of MKAlpha, Corneilus Pernell began the interrogation of Yuri Zavoyski. Pernell learned from Yuri about the Aether and Agartha, but Pernell ended up killing Yuri in the process. Pernell began being obsessed with reaching Agartha, and after years of exposure to Element 115, he started hearing voices similar to Ultimis Richtofen and grew increasingly paranoid. By 1966, he started having recurrent dreams, one of them showing him becoming Avogadro inside the A.P.D. using the Elemental Shard.

A year later, in August 1967, Pernell started experimenting on himself with the help of Dr. Hale, whose affection for him was well-known, by placing himself inside the A.P.D. and pulling an electrical current from the Elemental Shard to flood the A.P.D. The experiments continued until 1968. Peter, who became Deputy Director at Camp Edward, heard about the experiments and decided to file a report to George Sawyer against Cornelius Pernell. Unfortunately for Peter McCain, Pernell learned about the report and had him arrested.

On March 15th, 1968, George Sawyer and his men arrived at Camp Edward during one of the experiments causing the facility to lose power transforming Cornelius Pernell into Avogadro. Avogadro [Corneilus Pernell] released Nova 6 gas throughout the facility and unleash zombies and A.D.A.M. Units, killing everyone. This resulted in the full lockdown and abandonment of Camp Edward, and the shutdown of Rushmore.

Almost 60 years later, on July 2025, Broken Arrow agents Russman and George Barkley returned to the facility and used the A.P.D. to transfer a sample of Avogadro to the Hanford site [Tranzit] in Washington state. A few months later, Primis and Ultimis arrived at Camp Edward to retrieve the Elemental Shard, which resulted in the awakening of Avogadro and subsequent detonation of a nuke as a safety measure in case of the containment breach, however, it did nothing to stop it. After an intense fight against Primis and Ultimis, Avogadro [Cornelius Pernell] was defeated and forced back into the American Pyramid Device and sent to the Hanford site [Tranzit] in Washington state for proper imprisonment.

At the Hanford site, Avogadro was contained in a Broken Arrow facility disguised as a power station but eventually was freed by Victis in 2035 after the destruction of the Earth. Ultimately, Avogadro was consumed by the Pylon (Tower of Babble) as a power source for Maxis.

As I was just working on a Pernell page for on our upcoming Wiki, this is an awesome source of information. Danke @RequixEclipse! A couple of notes:

Didn't Russman and Barkley send a sample of him to Hanford right after the AO Main Quest, upon Avogadro's defeat, rather than months before Primis and Ultimis' arrival? Please correct me if I'm wrong.

Also, those documents are very interesting. From the one with the picture, it appears that the APD occupant has control over the victim's mind (Cognitive and motor functions, the pain center, memories and emotions; pretty much all the brain centra). Espessially the motor functions is interesting, can the APD occupant totally physically control a 115-infected subject?

Suggesting an amendment to the last part here:

The Avogadro that we encounter in Hanford (TranZit) (As of August 2019) is not Cornelius Pernell. The Avogadro created by Broken Arrow at the Hanford Site "by accident" that was subsequently used to power their operations was developed from a piece of Pernell's essence, obtained by Russman from Camp Edward in 2025.

The events of Alpha/Omega can only occur if the Cycle is Broken by The Weasel and with the martyring of Richtofen. Providing this *does* happen, Pernell is transferred to the Hanford Site, to be encountered in the future.

To summarize, we have yet to encounter Pernell at Hanford as, the last time we were there, it would be impossible for him to be there.

Yes, Rad and I have written a biography for Pernell as well, for the upcoming CoDZ Wiki, with this as end:

"In 2025, agents Russman and Berkley of Broken Arrow arrive at Camp Edward and send a sample of the Avogadro to the Hanford Campus through the Pyramid Device. Later that week, the scientists at Hanford would accidentally create “Him”, an entity with a similar body and abilities to Avogadro. It is unknown what happened to Pernell after this or if he even survived the sample transfer.

In the alternate events of Alpha Omega, Camp Edward is visited by Primis and Ultimis with the goal of retrieving the Elemental Shard. This, however, unleashed Pernell, who maintained his ethereal form outside the pyramid and tried to kill the infiltrators. After it is revealed that the safety measure, the nuke, did not affect Pernell in any way, Ultimis and Primis were forced to battle him to acquire the Elemental Shard. Pernell was promptly defeated and sent to the Hanford Site by Rushmore, leading to the same events as Pernell's original ending."

What's also interesting, is that only Pernell is actually called Avogadro in-game. The entity we encounter in Tranzit is not.  In Tranzit's initial gamefiles, this sample was called Avogadro, but this was later changed to "Him". Though many players still call him the Avogadro, that name only refers to the real Pernell.

Furthermore, what would your explanation be for the fact Avogadro and "Him" appear like a humanoid nervous system being electrified, while Gersch and the Buried Wisp are merely an orb of energy. They are all ethereal entities, after all.

A bit of trivia for you both. In the official strategy guide for BO2, "Him" is referred to not as The Avogadro, or by "Him" but as Avogadro's constant, or 6.02*10^23... I can understand why they just went with "Him".

Once again you succeed in providing information I had absolutely no idea of, thank you!

I never really could think of any connection between Avogadro (the constant) and electricity, as the number refers to the amount of molecules in one mole gas, I believe. However, googling 'Avogadro electricity' for the first time now, it appears that Avogadro did experiment with electricity a lot, in such way he could be compared with any other 'electrical genius' that appear in our story, Tesla and Faraday. One of his 'inventions' even was a quite complex mathematical expression for the electrical density of any given point on the surface of a sphere with an equal sphere on the opposite. Two spheres with lighning between, almost like Tesla's Death Ray. Such devices are even believed to generate plasma or Ball Lightning, which is a form "Him" is seen in, next to his humanoid form. I wonder, is Pernell in Alpha Omega also seen in this orb-like body?
