PArdon my dumb question but what is Broken Arrow?

Not too much is not about it. As a place, Broken Arrow is located in Oklahoma. It is mainly referred to as a nuclear event caused by nuclear weapons or warheads. Also, it's a distress signal used by the military for calling in air strikes when forces are being overrun by the enemy. It's possible that Russman could be related to something such as this, but the cutscene shows Broken Arrow as some kind of government operation/group.
