Permanent Earnable Perks Proof and how to unlock them

im kinda confused, ive seen vids and gameplays with these permanent perks everywhere, but i cant get any of them. i tried all of them on tranzit, on xbox live, local and split screen. i bought my xbox and game in january, so its pretty new. and i live in switzerland, i dont think it matters though. does anyone know why its not working? :x
