The image for the new perk is shown in a short gameplay demo of Moon showed it in action on the Xbox360 dashboard. If you have a 360, you should definetley give it a look.

Inside xbox only shows that our character has the perk. It doesn't technically show the use of it. Unless all of us have missed it's function of switching between three guns in it's gameplay video, I don't think there's any real proof of what it does just yet.
