Perma-perks vs Ranking

Last night I noticed that I had the perma-perk to build Steel-reinforced Barricades in stead of the normal wood.

After we died we went from the skull to the skull with the blue eyes.

When we started a new game I lost Steel-reinforced Barricades and went back to the normal wooden barricades.

Is it a possibility that after leveling up you have to re-earn the perma-perks again?
