Get a Jolting Jack in the Power Building to electrocute the server core. This will allow the core to be removable and you can place it in the open slot in the Operations Building. But do this as quick as possible!
Hint: This step is timed, so the best way to complete is place a Telepad in powerhouse and another in prisoner holding. Having the Katana Specialist enabled also allows you to move faster.
