MK Ultra

Project MKUltra is the code name of a U.S. government human research operation experimenting in the behavioral engineering of humans through the CIA's Scientific Intelligence Division. The CIA project was coordinated with the Special Operations Division of the Army's Chemical Corps. The program began in the early 1950s, was officially sanctioned in 1953, was reduced in scope in 1964, further curtailed in 1967 and officially halted in 1973. The program engaged in many illegal activities; in particular it used unwitting U.S. and Canadian citizens as its test subjects, which led to controversy regarding its legitimacy. MKUltra used numerous methodologies to manipulate people's mental states and alter brain functions, including the surreptitious administration of drugs (especially LSD) and other chemicals, hypnosis, sensory deprivation, isolation, verbal and sexual abuse, as well as various forms of torture.

Do me a favor and see what you can dig up on MKULTRA and all of its

associated sub-projects.  Anything relating to MKSEARCH you are to forward

to Jason Hudson ASAP for use in getting to the bottom of Agent Mason's

issues.  Everything else comes to me and me alone.

This is one's hot.  Prioritize it accordingly.

MK Ultra Draft Proposal

Transcript ~ Taken from the Black Ops Terminal Files

It is proposed to continue research on problems critical to a clarification

of the fundamental aspects of the stimulus-response relationship in

biological systems.  Studies will be conducted utilizing chronic animal

preparations with permanent septal electrodes.  Investigations will be

conducted utilizing chroaic electrode preparations coupled with selected

classical types of conditioning.  Studies will be conducted on the geography

of the brain in selected species of animals to determine the focus in which

stimulations will produce specific reactions.

A careful leterative survey, especially of the Russian literature of foreign

research in this area, will be conducted.

Subproject 8

Transcript ~ Taken from the Black Ops Terminal Files

9 June 1953

SUBJECT: Project MKULTRA, Subproject 8

1.  Subproject 8 has been set up as a means to continue current study in the

general field of Lysergic Acid Diethylamide 25 through 11 Sep 54.

2.  This project includes the continuing study of the biochemical,

neurophysiological, sociological, and clinical psychiatric aspects of the

compound as well as a study of the compound's antagonists and drugs related

to the compound.  A detailed proposal will be forwarded via inter-office

mail today.

3.  The estimated budget of the project is $40,000.00.  Cut-outs and cover

for this project will furnish the above funds as a philanthropic grant for

medical research.  A service charge of $800.00 (2% of the estimated budget)

is to be paid for this service.

4.  Thus the total charges for this project will not exceed $40,800.00 for

period ending 11 September 1954.

5.  Key staff members (i.e., Director of the Hospital) are cleared through

TOP SECRET LEVEL 2 and are aware of the true purpose of this project.

MKU Goals

Transcript ~ Taken from the Black Ops Terminal Files

TO:  Kain, Richard

FROM:  Office of Scientific Intelligence

Dear Mr. Kain,

Per your request as cleared by the DDCI, here is a breakdown of the intended

goals of Project MKULTRA and studies that resulted from individuals associated

with Operation Paperclip.  As follows:

1. Substances which will promote illogical thinking and impulsiveness to the

point where recipients would be discredited in public.

2. Substances which increase efficiency of mentation and perception.

3. Materials which will prevent or counteract the intoxicating effect of

4. Materials which will promote the intoxicating effect of alcohol.

5. Materials which will produce the signs and symptoms of recognized diseases

in a reversible way.

6. Materials which will render the induction of hypnosis easier or otherwise

enhance its usefulness.

7. Substances which will enhance the ability of individuals to withstand

privation, torture and coercion during interrogation and so-called

8. Materials and physical methods which will produce amnesia for events

preceding and during their use.

9. Physical methods of producing shock and confusion over extended periods of

time and capable of surreptitious use.

10. Substances which produce physical disablement such as paralysis of the

legs, acute anemia, etc.

11. Substances which will produce "pure" euphoria with no subsequent let-down.

12. Substances which alter personality structure in such a way that the

tendency of the recipient to become dependent upon another person is enhanced.

13. A material which will cause mental confusion of such a type that the

individual under its influence will find it difficult to maintain a fabrication

under questioning.

14. Substances which will lower the ambition and general working efficiency of

men when administered in undetectable amounts.

15. Substances which promote weakness or distortion of the eyesight or

hearing faculties, preferably without permanent effects.

16. A knockout pill which can be administered in drinks, food, cigarettes,

etc., which will be safe to use, provide a maximum of amnesia, and be

suitable for use by agent types on an ad hoc basis.

17. A material which can be surreptitiously administered by the above routes

and which in very small amounts will make it impossible for a person to

perform physical activity.

If you need further information, please direct your inquiries to the

Deputy Director of OSI.

Thank you.

Psychic Driving

Transcript ~ Taken from the Black Ops Terminal Files

The following is a summary of techniques developed by [REDACTED] under the

term "Psychic Driving."

Patients are to be "depatterned," which is defined as being reduced to a

vegetative state through a combination of high level electroconvulsive shock,

drug-induced sleep, and sensory isolation.  When fully depatterned, patients

will be reduced to incontinence of urine and feces and will be incapable of

feeding themselves and will show an inability to state their name, location,

or date.

This is where "psychic driving" is introduced.  The process consists of playing

to the patients hundreds of hours of audio loops via earphones,

specially-designed helmets, and/or speakers in the sensory isolation room.

For further details, see "A Study of Personality Change Due to Prolonged Repetition

of Verbal Signals" by [REDACTED].

TEST CASE DP-110910:

One case involved a female patient by the name of [REDACTED], which ran between

May 5 to September 11 1963.  The treatment involved a combined application of

3 different techniques: drug disinhibition, prolonged sleep treatment, and

prolonged psychological isolation.  These were combined with

Electroconvulsive Therapy (ECT).  The amount of electricity committed

to [REDACTED] brain exceeded some 75 times the maximum amount recommended

by ECT Guidelines per the APA.

The test case was a success and [REDACTED] experienced a full erasure of her

memory.  The depatterning techniques applied resulted in permanent and complete

amnesia from [REDACTED] birth until the end of the test cycle on 11 Sep 1963.

Medical records show that [REDACTED] was no longer able to recall her name,

age or location.  She did not recognize her children.  She could no longer

read or write, drive a car, cook, or use the lavatory.  Not only did she no

longer recognize her husband, she could not even comprehend the concept of the

term "husband."

Hypnotic Suggestion: Experimentation and Research

Transcript ~ Taken from the Black Ops Terminal Files

The following is an excerpt from the document "Hypnotic Suggestion:

Experimentation and Research" dated 11 February 1954.

"Miss Doe was subsequently instructed (after previous statements that

expressed a deep-seated fear of firearms) to use every method at her disposal

to awaken Miss Smith (who at this point was in a deep hypnotic sleep), and

failing this, she would pick up a revolver on an adjacent table and fire it

at Miss Smith.  Miss Doe was instructed that her rage would be so intense and

all-consuming that she would not hesitate to "kill" Miss Smith for failing to

awaken.  Miss Doe carried out the suggestion to the tee including firing the

(unloaded) weapon at Miss Smith.  After which, Miss Doe proceeded to fall into

a deep sleep.

"After appropriate suggestions were made during the course of her trance

state, both Miss Doe and Miss Smith were awakened and each expressed total

amnesia for the entirety of the events that preceeded.  Miss Doe was again

handed the revolver, which she refused (in this awakened state) to pick up

or accept from the research assistants within.  She expressed full denial

that the preceeding experience had happened."
