The riot shield can be found in 3 areas with 3 random spawn in each

 

Dock - (Pallet in mound, Pump on bridge, Boat)

Frozen Crevasse/Lagoon - (Highest ice cliff, Left MB spawn, to the right of the giant ice berg)

Lighthouse - (Level 1, Level 2, Level 3 - against railing

Craft the Riot Shield at any of the buildable tables.
