ok i can speak and read a little bit of Russian.

the crate says:ВИНТОВКк И ОРУЖИЕ which in English means: "some thing" and weapons. now i have no clue what ВИНТОВКк means (i just started to learn the language) but И ОРУЖИЕ means: "and weapons" so it is safe to say that "blank" and weapons are in said crate.

maybe it was supposed to be something where you can buy or keep your wonder weapons(put a ray gun inside and take it back when you need?) that was cut from the game on the last moment.

maybe, but those are crates for war materiel. It would be nice if somebody who knew russian could translate the writing on it
