i believe MofD is set in the past, a prequel to zombies before samantha & ricktofen rise to power.

remember group 935 is from all over the world & what better place to get live test subjects/sacrifices the a prison! this is obviously before the team up with the nazis to pay for all the experiences of zombie makeing.

or this is the USAs testing facilitys before the nazis but this map is in the past.

& i think the guy incontrol is the silhouette of the man on the ripped page of the die rise loading screen.
