I'm just going to jump straight into this:

The NAVcard table can be created again just like on TranZit, and also like TranZit it is placed under/near a tower. If you notice just above the table on Die Rise, a communications tower seems to be right above it, on the level that you have to use the crashed walkway next to the dragon to access.

This could mean that the new map has a 'powerr up the tower' easter egg, similar to TranZit. I hope not, but we'll find out soon i'm sure!
