HELP! Multiplayer Easter Egg: Deckers Keycard

I've beat the easter egg solo. I've been trying to do it with a buddy. We can get every keycard but we can't figure out how to get into the incinerator room to get Deckers card (much less finding it when we get there) on multiplayer. We have tried to get deckers card first, last, middle but it wont let us into the room

 

Anybody know a full proof plan or trick? or why it wont let us in on multiplayer. We make sure its the first time we do the trash shoot, and also buy it, step back, and then enter it again. It's starting to piss me off as we have been deckers card away like 10 times. PLEASE HELP!!!!
