Considering that it didn't operate without power activation, it was more than likely automated to fire at any sort of movement. Nothing fancy tech-wise, and it could also be upgraded when zapped with electricity.

It's obvious it's the bus driver.

 

Just kidding, I agree with the 2nd post. It's an automated turret that reacts to movement. It doesn't shoot at you because it's a game breaking mechanic, simple as that, even though I think you can get hurt from it shooting rockets but I might be mistaken on that.

 

The only real question I have is, how does that technology exist at a period when infrared wasn't around...
