I think Nero somehow has gotten the power he wanted. In the rift if you go through the waterfront portal look at the poster on the wall. One says Nero and his serpent from beyond. It also has a bunch of tetacles on it. That all.

There has been speculation on this, I think Ragdoll has suggested it a couple of times.

I (360) only have the 'Nero knows all' posters, but one of the phone calls mentioned that he was in a coma from doing a water/serpent act. He was in a coma 11.5 when his wife forged the loan documents.
