I actually have had this happen before, and other things similar to it, such a box being at a location after a fire sale, but you can't get a weapon from it. Like the box texture is there, but the box is actually in a different location.

For whatever reason, Nuketown seems to have several glitches when it comes to the mystery box. Not sure why.
