No.

d3d3LmFjdGl2aXNpb24uY29t decodes to www.activision.com from base-64 but it's irrelevant anyway because, as Level_3 said, the person who posted it spoofed the message to look like it came from [email protected].

So this entire puzzle is a troll.

We are engaged in a waiting game and nothing more.

"Ok, google groups is really usenet. Usenet is completely unregulated. I'm fairly certain it is quite possible to fake an email address with a 3rd party news software like the one mentioned at the bottom of the probably fake post."

from uF

it probably is a fake, too many differences to be real.

Geilenkirchen (pronunciation: gile-in ker-shin)

is a town in the district Heinsberg, in North Rhine-Westphalia, Germany. It is situated near the border with the Netherlands, on the river Wurm, approx. 15 km north-east of Heerlen and 20 km north of Aachen.

The town gives its name to nearby NATO Air Base Geilenkirchen.

The base is home to 17 E-3A Airborne Warning and Control (AWAC) aircraft manned by crews from 14 nations.

Coordinates: 50°57′55″N 6°07′10″E

Transmission #2:

...the lower rhine and in westphalia he commanded for the league...

And, this is probably irrelevant (not unlike this entire post, I'm sure) but I found this interesting, as well:

Geilenkirchen licence plate: HS (until 1971: GK)

Could this be where the GKnova6 project is housed?
